Description
A bronze, Templar cross medal with a four-bladed propeller overtop and sitting on a square made of rays. The reverse is blank, and the medal hangs from a bronze bar. The Ribbon is navy blue with three vertical white stripes and a single vertical red stripe running up the central white stripe.

Context
James H. Flatley was an accomplished aviator and Navy ace who served during the Second World War. Having served aboard three different carriers, including the USS Yorktown (CV-10), Flatley was an early innovator in carrier aviation. Flatley continued to be an advocate for the importance of carrier aviation throughout his career. Flatley retired in 1958 with the rank of Vice Admiral.
As Commanding Officer of Fighting Squadron 10 (FV-10), Flatley was awarded the Distinguished Flying Cross with a citation that reads "For heroism and extraordinary achievement...while engaged with enemy Japanese naval forces in the Solomon Islands Area during the period from November 13 to 15, 1942. In the face of heavy anti-aircraft fire and enemy fighter opposition, (he) repeatedly led his squadron against Japanese surface and air forces to destroy at least ten enemy aircraft and inflict heavy damage by strafing enemy combatant ships, transports, and shore installations. His outstanding leadership, great courage, and resolute determination were an inspiration to his command..."
